Ludhiana - Mohali - Gurgaon

Punjab is one of India’s largest food-producing and agro-processing states. From wheat flour mills and dairy processors in Ludhiana to packaged snack manufacturers in Mohali and rice exporters in Amritsar — every food business in the supply chain, regardless of size or turnover, must operate under a valid FSSAI authorisation. Operating without one is not a minor oversight; it is a criminal offence under the Food Safety and Standards Act, 2006, carrying penalties up to ₹5 lakhs and imprisonment.

Lal Ghai & Associates provides end-to-end FSSAI registration and licensing services for Punjab’s food sector — from identifying the correct licence category and FoSCoS portal application through inspection support, renewals, and post-registration compliance. Whether you are a first-time food business owner or a manufacturer requiring a Central licence upgrade, we manage the complete regulatory lifecycle on your behalf.

What is FSSAI Registration?

FSSAI registration (or FSSAI licence) is the mandatory food safety authorisation issued by the Food Safety and Standards Authority of India (FSSAI) under the Food Safety and Standards Act, 2006, which every food business operator (FBO) in India must obtain before commencing any food-related activity including manufacturing, processing, packaging, storage, transportation, distribution, or sale of food products.

FSSAI authorisation comes in three tiers based on the size and nature of the food business: Basic Registration (Form A), State Licence (Form B), and Central Licence (Form B). The specific tier applicable to your business is determined by your annual turnover, production capacity, type of food activity, and whether your operations cross state boundaries.

Once registered, a food business must display its 14-digit FSSAI licence number on all food product labels, packaging, signage, and advertisements. The FSSAI licence is valid for 1 to 5 years (chosen by the applicant at the time of application) and must be renewed before expiry to maintain continuous compliance. The FoSCoS (Food Safety Compliance System) portal at foscos.fssai.gov.in is the central platform for all FSSAI applications in India.

Penalties for Operating Without FSSAI Licence

Section 63, FSS Act 2006 — Penalty for Operating Without Licence

Any Food Business Operator who carries on food business without a valid licence under Section 31(1) of the Food Safety and Standards Act, 2006 is liable to imprisonment up to 6 months and a fine up to ₹5,00,000. Product seizure and business closure are additional enforcement actions available to Food Safety Officers.

Section 50 — Penalty for Selling Sub-Standard Food

Selling food that does not meet FSSAI standards attracts a penalty up to ₹5 lakhs under Section 50 of the FSS Act. Selling misbranded food (incorrectly labelled) attracts up to ₹3 lakhs under Section 52. Adulterated food carries penalties up to life imprisonment in extreme cases under Section 59.

Product Seizure & Destruction

Food Safety Officers under the FSS Act have authority to seize, detain, and destroy food products that are unsafe, adulterated, or produced at unlicensed premises — with no compensation to the FBO.

Business Closure Orders

Section 55 of the FSS Act empowers designated officers to issue business closure orders for unlicensed food businesses — with immediate effect. Reopening requires fresh licensing and compliance verification.

E-Commerce Account Suspension

Amazon, Flipkart, Swiggy, Zomato, and all major platforms conduct periodic FSSAI compliance checks. An expired or invalid licence results in immediate account suspension and listing removal.

Lapsed Renewal Consequences

Operating after FSSAI licence expiry is treated the same as operating without a licence under the FSS Act. Renewal must be applied for at least 30 days before expiry — late renewal attracts a penalty of ₹100/day.

FSSAI authorisation comes in three tiers: Basic Registration, State Licence, and Central Licence, based on turnover, capacity, and operational scope. All registered FBOs must display their 14-digit FSSAI licence number on all packaging and advertising. Lal Ghai & Associates provides end-to-end FSSAI registration in Punjab from offices in Ludhiana, Mohali, and Gurgaon.

FSSAI Basic Registration (Form A) is for petty food businesses with annual turnover up to Rs.12 lakhs — including small retailers, hawkers, home cooks, and small restaurants. FSSAI State Licence (Form B) is for mid-sized food businesses with turnover Rs.12 lakhs to Rs.20 crores, operating within a single state — including food manufacturers, bakeries, and wholesalers. FSSAI Central Licence (Form B) is for large manufacturers with turnover above Rs.20 crores, food importers and exporters, and businesses with multi-state operations. Choosing the wrong category is the most common cause of application rejection — Lal Ghai & Associates provides free category assessment before filing.

Under Section 63 of the Food Safety and Standards Act, 2006, operating without a valid FSSAI licence under Section 31(1) attracts imprisonment up to 6 months and a fine up to Rs.5,00,000. Additional enforcement actions include product seizure and destruction, business closure orders under Section 55, and e-commerce account suspension on platforms like Amazon and Swiggy. Operating after FSSAI licence expiry is treated the same as operating without a licence — late renewal also attracts a penalty of Rs.100 per day.

Documents required for FSSAI registration include: identity and address proof (Aadhaar, PAN, or Voter ID); business registration proof (Certificate of Incorporation, Partnership Deed, or Udyam Certificate); premises proof (rent agreement or ownership document); complete list of food products and categories; for manufacturers — machinery list with installed capacity; water testing report from a NABL-accredited lab; NOC from local Panchayat or Municipality where applicable; and passport-size photograph of the proprietor or authorised signatory. Lal Ghai & Associates assists with complete document preparation for FSSAI applications across Punjab.

FSSAI Basic Registration is typically issued within 7 working days of a complete application on the FoSCoS portal, provided no deficiency is raised. FSSAI State Licence typically takes 30 to 60 days, as it involves physical inspection of the premises by a Food Safety Officer. FSSAI Central Licence typically takes 30 to 45 days from complete application. If deficiencies are noted, the applicant has 30 days to respond. Lal Ghai & Associates ensures zero-deficiency first-time filings and manages inspection preparation for Punjab food businesses.

FSSAI registration fees depend on the category: Basic Registration costs Rs.100 per year; State Licence ranges from Rs.2,000 to Rs.5,000 per year depending on business type and capacity; Central Licence costs Rs.7,500 per year. The FSSAI licence can be applied for 1 to 5 years — total fee is the annual rate multiplied by chosen years. These are government fees; professional agent fees are separate. Lal Ghai & Associates offers fixed-fee FSSAI registration packages — contact us at +91-94636 40466.

Yes. Home-based food businesses in India must obtain FSSAI registration. A home cook, tiffin service, or home-based baker with annual turnover up to Rs.12 lakhs is eligible for FSSAI Basic Registration — Rs.100/year. Operating a home food business or selling food through Instagram, WhatsApp, or Swiggy without FSSAI registration violates the Food Safety and Standards Act, 2006, regardless of small scale. Lal Ghai & Associates assists home-based food businesses across Punjab with FSSAI Basic Registration filings.

Physical inspection of the food business premises by a Food Safety Officer (FSO) is required for FSSAI State Licence and Central Licence applications. The FSO inspects hygiene conditions, equipment, storage, water supply, waste management, and FSMS documentation. FSSAI Basic Registration typically does not require a physical inspection. Businesses that fail inspection receive a notice to rectify deficiencies within a specified period. Lal Ghai & Associates prepares inspection-readiness checklists and FSMS documentation for Punjab food businesses ahead of FSO visits.

A Food Safety Management System (FSMS) is a documented system covering hygiene standards, temperature controls, pest management, employee health, equipment cleaning, and hazard analysis (HACCP principles). Under Schedule 4 of the Food Safety and Standards (Licensing and Registration) Regulations, 2011, an FSMS plan is mandatory for all State and Central Licence holders. FSMS documentation is also required during premises inspection before State and Central licences are granted. Lal Ghai & Associates prepares FSMS plans for Punjab food manufacturers as part of the licence application process.

An FSSAI licence must be renewed before its expiry date — at least 30 days before expiry is recommended. FSSAI licences have a validity of 1 to 5 years chosen at application. Operating on an expired FSSAI licence is treated as operating without a licence under Section 31(1) of the FSS Act, 2006 — attracting penalties up to Rs.5 lakhs. Late renewal also attracts Rs.100 per day. Lal Ghai & Associates tracks FSSAI renewal deadlines and manages renewal filings for Punjab food businesses.

Yes. Food exporters in India must obtain an FSSAI Central Licence regardless of their annual turnover. Central Licence is mandatory for any food business involved in import or export. APEDA registration, required for export of agricultural and processed food products, uses the FSSAI Central Licence as a supporting document. Punjab's grain exporters, dairy exporters, and processed food exporters must obtain the Central Licence before accessing export infrastructure. Lal Ghai & Associates handles FSSAI Central Licence applications for Punjab food exporters.

Lal Ghai & Associates handles FSSAI registration and licensing across India. FSSAI Basic Registration and Central Licence applications are filed through the FoSCoS portal (foscos.fssai.gov.in) and do not require physical presence in a specific state.
